While not impossible, it's a bit improbable, especially given the fact that an entire advertising campaign was built upon the line. Most people don't think in terms of advertising campaigns when they come up with slogans. This is more the domain of a copywriter or a creative director. Verizon's advertising is created by an agency called Lowe, which is headquartered in New York.
