Who takes care of branding in the public relations department of a corporation?

Yes, this has been confusing me for days as my boss is constantly asking me the same question over and over again. He just won’t take "I don’t know" for an answer.

the person in charge of branding probably wouldn’t be in the public relations department. There should be a brand manager as part of the overall marketing department. Depending on how big the firm is. however, all PR people will have to work in line with the brand guidelines so that the message comes across properly in the press.
